under president obama. but first this morning's headlines. >>> you wanted music but you didn't pick this? >> no but it didn't bother me until you started mocking it. >> she want us just to talk, no music. >> let's get to spain and its finance minister. sparking laughter from an audience in london today, why he told a group of academics that his country doesn't need a bailout at all. that's interesting. the minister is arguing that madrid's reform program right now is already sufficient to stave off a full sovereign bailout and the ecb's bond buying program would suffice. to help spain recover. that's apparently how it started, with -- you can imagine -- that's bad for confidence of the minister of spain where he's telling an audience, we don't need a bailout and then you hear a whole auditorium laughing. morgan stanley is warning that more pay cuts are coming. in an interview with the ftc, james gore man said more job cuts and smaller bonuses are planned next year as the bank attempts to boost shareholder returns. i'm handing this back to you. you deal with it. this is your idea. >> this

gap. >> reuters has obama up. >> so how do you read it this morning? >> romney has some momentum from the debate. i think the debate is a more powerful political force in the race than the unemployment numbers that came out. we were all talking about those on friday. but you had more than north of 60 million people watching these two guys on wednesday night and you see some momentum, democrats say the gap has narrowed in some states where obama had a lead. he's getting closer in most of the swing states. up two in rasmussen, down three in gallup. and the question is does this week continue that momentum. the vice president debate in the past has been critical for either accelerating or breaking the momentum one way or the other for the party in power. and we saw dick cheney came through twice for president bush, once in 2000 against joe lieberman when they were continuing the progress bush that in the first debate, second time was in breaking the momentum that john kerry had in 2004. and cheney bested john edwards in 2004, that helped him. so we have to see whether paul ryan, who is v

>>> good morning, everybody. welcome to "squawk box" here on cnbc. president obama and mitt romney now have about 15 hours until they take the debate stage at the university of denver. >> people want to know who's going to win? who's going to score the punches? in my view, it's not so much winning or losing or even the people themselves, the president and myself. it's about something bigger than that. >> no, no, governor romney, he's a good debater. i'm just okay. but what i'm most concerned about is having a serious discussion about what we need to do to keep the country growing. >> a new nbc news "wall street journal" poll finds that nearly four in ten voters say that the upcoming debates will be either extremely or quite important to determining their vote for president. another 34% of voters polled say that the upcoming debates will be somewhat important to their votes, so the stakes are high tonight. president obama's lead in the nationwide polls is narrowing. meantime, romney has pulled even in florida. john harwood is in denver this morning and he will join us in just a few

and the fourth quarter, first day of the new supreme court term and the first debate between president obama and gop challenger mitt romney, that's set for wednesday and wall street looking ahead to the september employment report, that's due out on friday morning. the international air transport association raised its industry profit forecast, expecting the airlines to make $4.1 billion, up from an earlier forecast of $3 billion but considerably less than last year's $8.4 billion figure. >>> general motors is recalling almost 41,000 cars sold in warm weather states, the recall is due to a plastic part that could crack and cause a fuel leak, the chevy cobalt and equinox and pontiac g5 and torrant suv sold through 2007-2009. >>> we'll go back to ross in a second but we are indicated higher here because of what's happening there, and i don't know if there's no riots, maybe that's it or it could be what we already talked about. >> the ryder cup victory? >> there were no french guys on the team although paul lowery was there. we remember martin kaymhymer wo be an afterthought and now he's the on

that obama is not doing well on jobs. >> yes. >> all right, both ways. i thought what i'd bring this morning, joe, there were differences in style last night, two different economic programs on display, two different sets of facts about the past, i thought that was interesting and also on display, though, which was more interesting, two different philosophies about government. let's listen to republican candidate mitt romney on what he believes that role should be. >> look, the right course for america's government, we were talking about the role of government is not to become the economic player picking winners and losers, telling people who kind of health treatment they can receive, taking over the health care system that has existed in this country for a long, long time and has produced the best health records in the world. the right answer for government is to say how do we make the private sector become more efficient and more effective. >> so president obama responded with a more activist philosophy of government. >> government has the capacity, the federal government has the capacity
